The chain of command when handling the decision making for UK visas in South Africa is illistrated here. Further details of GOV.UK, Home Office, UKV&I, Move Up and Teleperformance listed below.

gov.uk

Introducing the British government (www.gov.uk/government/how-government-works). Please take note on how a first world country prides itself in transparency and open communication channels with the rest of the world.

Here the Prime Minister communicates alongside with the various departments on the UK governments policies and their outcomes. Brilliant system.

UK Home Office

The UK Home Office is broken down into various departments. Most importantly is the Foreign Commonwealth Office (a.k.a. FCO) are responsible in dealing with the UK's international relationships (operating in the UK's best interest). The FCO ultimately pay the Entry Clearnace visa officials (our UK visa decision makers in Pretoria) salaries.

Other departments include UKV&I (listed below) and the UK Border Agency (also listed below).

UK Visas and Immigration

This department of the Home Office is responsible for making UK visa decisions through the various stages of UK immigration. This means that the department of UKV&I handles Entry Clearance, Extensions and Permanent Residency applications.

UK Border Agency

This department reports directly to the Home Office and is responsible for immigration law enforcement. Originally the UK Border Agency also handled visa decision making process but broke off in March 2013 as part of a means to further strengthen the UK's Borders (further details can be found here).

Teleperformance

Teleperformance is the official commercial agent of the UK Government, appointed to handle the front of house of visa applications. In summary Teleperformance is a glorified courier company. They have no bearing or influence in the decision of the visa application. Their role is simply to take South Africans passports and fingerprints (along with their supporting documents) and send them to Pretoria (where the decision and visa is made there).
